If the base year and all renewal options are exercised, the total expenditures are not- to-exceed $1,800,000 and will be allocated based on approved budgets.

 

BACKGROUND: 

The District provides wastewater collection and treatment for unincorporated Clark County through the operation and maintenance of six (6) wastewater treatment facilities, including the Flamingo Water Resource Center and facilities located in Moapa Valley, Indian Springs, Blue Diamond, Searchlight and Laughlin. To maintain its collection and treatment infrastructure and ensure a continuity of operations, the District continually advances capital improvement projects countywide, which include new construction and the rehabilitation of pipelines, lift stations, and manholes.

The District recently applied for, and received, federal and state funding for various projects. Federally funded programs, such as grant and state revolving loan funds, require federally cross-cutting reviews and studies to be completed prior to the final award of the grant. This involves conducting environmental, cultural resource, and other specialized reviews by subject matter experts to meet federal standards. Ongoing project reviews are also common. The District currently has two federally awarded EPA grants, which it plans to leverage, along with revolving loans and federal grants, for funding projects in the next five years. A service agreement for cultural resource management and environmental services will help ensure continued compliance and will yield time and
cost savings for each project.

On February 6, 2024, the Board approved the selection of UES, and authorized the General Manager to negotiate an agreement for Cultural Resource Management and Environmental Services related to NEPA Compliance and Federal Cross-Cutters. UES was selected through a Request for Proposal process.

Negotiations are now complete, and staff is requesting authorization to execute a consulting services agreement with UES.

The following are pertinent provisions of the agreement:
                     The term of the agreement is from date of award for a period of one (1) year;
                     The agreement includes the option to renew for four (4) additional one-year periods;
                     The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.

In accordance with NRS 332.115(1)(b), the competitive bidding process is not required as the services to be performed are professional in nature, but pursuant to internal procedures, the District solicited these services through a competitive request for proposal process. UES currently holds a Clark County business license.
