BACKGROUND: 

Subsection 5.03.120(c) provides that the maximum ambulance service rates that are allowed to be charged by an ambulance service franchisee shall be adjusted annually on February 1 of each year by the percentage of change in the annual average of the Consumer Price Index for Medical Care Services (CPI-MCS) between the most recent calendar year as compared to the prior calendar year. The change in the CPI-MCS for 2023 reflected a slight decrease of 0.35%, which was the first time that a decrease has occurred in this CPI. The estimated net result is approximately a $5 per transport call decrease in the rates.

Due to this unforeseen economic circumstance AMR and MedicWest have requested that the Board consider maintaining the same ambulance service rates as last year, i.e., no change in rates, effective February 1, 2024. Subsection 5.03.120(c)(2) provides that the Board may approve a method of adjusting rates which are not based on the changes in CPI-MCS when an unforeseen economic occurrence has occurred.

Staff recommends that the Board consider the franchisees' request to maintain the same maximum ambulance service rates for the period of February 1, 2024 through January 31, 2025, as were in place for the prior year.
