BACKGROUND:
At the October 2, 2019, County Commission meeting, the County Commission created the 1 October Memorial Committee (Committee). The Committee was tasked with developing ideas and recommendations from victims' families, survivors, and other community members for the creation and implementation of the 1 October Memorial.
From the time of formation through Summer of 2023, the Committee worked diligently to gather information for the creation and implementation of the 1 October Memorial. The Committee conducted a Request for Proposal for design concepts for the 1 October Memorial. On July 26, 2023, the Committee voted to select a winning design concept, as well as an alternative design to recommend to the County Commission.
At the August 17, 2021, County Commission meeting, the County Commission authorized the Clark County Parks and Recreation (Parks and Recreation) Director to accept individual donations for the 1 October Memorial Fund. Parks and Recreation was authorized to accept donations by check of up to $25,000, and cash and credit donations of up to $1,000 for the 1 October Memorial. Quarterly reports were provided to the County Commission. As of March 2024, $143,986.55 in donations have been received.
At the September 5, 2023, County Commission meeting, the Commissioners selected JCJ Architecture, PC as the primary design concept for the 1 October Memorial with Olin Partnership, LTD as an alternative to the design concept. Additionally, at the September 5, 2023, County Commission meeting, the Committee was dissolved.
Since the dissolution of the Committee, the County Manager's Office has researched other jurisdictions to understand the next steps regarding the 1 October Memorial. Additionally, the County Manager's Office discussed the next steps with representatives from the Vegas Strong Fund, a non-profit corporation in Nevada. The Vegas Strong Fund has expressed interest in fundraising, designing, and constructing the 1 October Memorial. Fundraising, design, and construction of the 1 October Memorial would revolve around the primary design concept selected by the County Commission.
Staff recommends that the County Commission designate the Vegas Strong Fund as the non-profit corporation in charge of fundraising, designing, and constructing the 1 October Memorial. Additionally, staff recommends that the $143,986.85 in donations for the 1 October Memorial be transferred to the Vegas Strong Fund.
