BACKGROUND:
On April 8, 2021, The Clark County HOME Consortium, which consists of unincorporated Clark County and the
City of North Las Vegas, received notice that $14,773,850 had been allocated through the U.S. Department of
Housing and Urban Development HOME-American Rescue Plan (HOME-ARP) program. The Clark County
HOME Consortium submitted a HOME-ARP Allocation Plan to HUD by March 31, 2023. The HOME-ARP Allocation Plan established priorities and provided information on activities that would be funded by HOME-ARP.
The Clark County HOME Consortium was recently awarded additional HOME-ARP funds from HUD, in the amount of $22,209. Staff proposes to use this additional allocation in the same manner as the original HOME-ARP funds and to amend the County's FY2021 Action Plan and HOME-ARP Allocation Plan accordingly.
On March 19, 2024, the Board approved the award of $7,475,673 in HOME-ARP funds to Tropicana Trails, LLC for the development of 50 units of housing for HUD Qualifying Populations and $3,114,864 in HOME-ARP supportive services funds for the provision of services to HUD Qualifying Populations residing at that project, totaling $10,590,537 in allocated funds. From the additional HOME-ARP funds recently received from HUD, staff recommends the approval of an additional $18,877 in HOME-ARP funds to Tropicana Trails, LLC: $13,325 for development and $5,552 for supportive services. The balance of the newly awarded funds are proposed to fund County HOME-ARP program administration in the amount of $3,331.
Tropicana Trails LLC is a planned 50-unit permanent supportive housing development that will serve qualifying populations (QPs). These QPs include: 1. Homeless; 2. At-risk of homelessness; 3. Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking; 4. Other populations where providing supportive services or assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability; and 5. Veterans and families that include a veteran family member that meet one of the preceding criteria, throughout the Las Vegas Valley. The project developer, George Gekakis, Inc., has partnered with HELP of Southern Nevada to staff and provide wraparound services and case management to the future residents of Tropicana Trails. The development is located at Tropicana Blvd. and Boulder Highway.
Pursuant to BCC approval, staff will amend the FY2021 Action Plan and the HOME-ARP Allocation Plan, and draft loan agreement documents for the awardee and submit those for signature by the County Manager, or his designee. Further, Clark County will be responsible for monitoring the funded project to ensure that the units contained therein remain affordable and ensure compliance with the requirements of the HOME-ARP Program.
