BACKGROUND:
On April 8, 2025, the State of Nevada Division of Child and Family Services (DCFS) announced notice of funding opportunity for Community-Based Child Abuse Prevention (CBCAP) & Children's Trust Fund (CTF).
If awarded, this grant will provide resources to expand and enhance housing supportive services that will support selected families exposed to or involved with Clark County Family Services (CCFS), Clark County Juvenile Justice Services (CCJJS) and Clinical and Community Services (CCS).
The CCS housing program is designed to assist families currently facing homelessness through access to stable housing and support services. Clark County is home to approximately 2.4 million residents-73% of Nevada’s total population-and includes major cities such as Las Vegas, Henderson, and North Las Vegas. Despite its size and economic activity, the region faces an escalating homeless crisis, with 7,906 individuals experiencing homelessness-91% of the state’s total. In 2023, Clark County ranked 11th out of 50 Communities of Care in the overall homelessness count. Leading to the rise of homelessness in the area; Nevada ranks 2nd in the nation for cost-burdened renters, has an eviction rate of 13% (2x the national average), unemployment rates at 5.6% (33% higher than the national average), and the poverty rate is 12.9% (16% higher than the national average).
A recent Needs Assessment on the Prevention of Child Abuse/Neglect in Nevada found that stable housing was the number one resource crucial to prevent child abuse/neglect and reunify families when crises occur. Without adequate housing and supportive case management, families remain at high risk of long-term homelessness, which research consistently links to poor health outcomes, interrupted education for children, and increased involvement with child welfare and justice systems.
CCS submitted its grant application to DCFS on the due date of May 9, 2025, prior to Board approval.
Staff requests that the Board approve and ratify the submission of the grant application and accept the funds awarded.
