BACKGROUND:

SAFER grants provide financial assistance to help rural fire departments increase their number of volunteer firefighters to enhance community fire protection services.  The FY24 SAFER grant provides for 100% reimbursement for a program to recruit and retain volunteer firefighters.

The Clark County Fire Department would like to take this opportunity to request funding for various  programs available only to the volunteer fire fighters:
(1) Purchase of equipment, station duty uniforms, structural and wildland firefighting equipment in compliance with NFPA Standards;
(2) Funding to cover the continuation of a grant-funded part-time position to administer and manage the Retention of the Volunteer Program.
(3) Funding to hire a second part-time position to develop a multi-platform campaign tailored to each station and focuses in the Recruitment of the Volunteer Program.
(4) Purchase books and other training materials for all new recruits to complete required certification trainings.
(5) Funding to incentive training through travel/wage reimbursement upon certification or CEU completion.

Due to the timeframe between the grant announcement and the submission due date of July 3, 2025, the grant application was submitted to FEMA prior to Board approval.

Approval of this item will assist the volunteer departments with staffing and deployment capabilities so they may respond to emergencies and assuring their communities have adequate protection from fire and fire related hazards.

Staff recommends the Board to approve and ratify the submission of the attached grant application.
