BACKGROUND:

The Regional Flood Control District (RFCD) approved funding for the Jim McGaughey (formerly Owens) Detention Basin, Collection and Outfall project on its Master Plan and is identified as Facility Number SLWA 152-Owens Detention Basin, located near Owens Avenue and Los Feliz Street.  The Board of County Commissioners approved the interlocal contract on July 3, 2018.

The Board and RFCD previously approved four supplementals to the interlocal contract by changing the name of the project, increasing total funds, and revising the scope of work to include environmental and entity design labor costs for the subject project.

Supplemental No. 5 to the interlocal contract reduces funding for right-of-way and reallocates funding to cover costs for consultant design services and labor. The term of the contract remains effective to June 30, 2026, unless further time extensions are granted.

RFCD approved the fifth supplemental contract at its meeting on August 14, 2025.

The District Attorney's Office has reviewed and approved the fifth supplemental contract as to form.
