BACKGROUND:

Assembly Bill 530 of the 2025 Regular Session of the Nevada Legislature authorizes the Board of County Commissioners to continue annual increases to additional taxes on motor vehicle fuel and various special fuels used in motor vehicles based on a certain measure of increases in the cost of highway and street construction beginning January 1, 2027.

FHWA Proven Safety Countermeasures are evidence-based roadway engineering measures and strategies to reduce roadway fatalities and serious injuries.  Transportation agencies are strongly encouraged to consider widespread implementation of these countermeasures to accelerate the achievement of local, State, and National safety goals.

This request is to develop a policy for the Board's consideration that requires a minimum amount of the County's portion of annual increases in these additional taxes collected by the Regional Transportation Commission of Southern Nevada to be used towards FHWA Proven Safety Countermeasures within County roadways.

This item was requested by Commissioner Naft following his comments during emerging issues at the Board of County Commissioners meeting on November 4, 2025.
