BACKGROUND:

Assembly Bill 426 passed at the 2023 Nevada Legislative Session (NRS 484B.313) which allows advertising for a period of not more than fourteen (14) consecutive days on or over any highway before, during or after a special event that has been designated by the public authority with jurisdiction over the highway and has been certified by the Las Vegas Convention and Visitors Authority to provide an anticipated economic impact of greater than $250,000,000.  Super Bowl LVIII will be held on Sunday, February 11, 2024, at Allegiant Stadium.  The Las Vegas Convention and Visitors Authority certified the Super Bowl as having an economic impact of $250,000,000 or more on October 10, 2023, in accordance with NRS 484B.313(7)(b)(1), as amended by Assembly Bill 426.

The National Football League and the Las Vegas Super Bowl LVIII Host Committee seeks permission to advertise in the public right-of-way for a period commencing on January 29, 2024 and expiring on February 11, 2024.  The County has negotiated the attached licensure agreement with the Licensees' representatives, which provides for the terms and conditions for the advertising.  The Agreement has a term of fourteen days and includes the terms of advertising, which will include only the promotion of the Super Bowl LVIII event and not paid advertising, as well as indemnification. By approving this Agreement, the Director of Public Works is also authorized to sign separate advertising agreements authorizing the promotion of the Super Bowl event in the public right-of-way of privately owned pedestrian bridges located on and crossing Las Vegas Boulevard South between Treasure Island Hotel & Casino and The Venetian Las Vegas, if the National Football League and Super Bowl LVIII Host Committee desires to advertise on those privately owned pedestrian bridges.

The negotiated licensure agreement is presented for your consideration.
