BACKGROUND:
On May 5, 2020, the Board of County Commissioners (BCC) approved the submission of FY2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP), approved a project list, and authorized staff to submit the CDBG Pre-Award Approval Request to the U.S. Department of Housing and Urban Development (HUD), and subsequently approved the FY 2020-2024 CDBG CIP. The BCC also authorized the County Manager, or his designee, to sign any resolutions or agreements necessary for implementation of the CDBG CIP.
The CIP originally included an allocation of $1,693,275 to Nevada Partnership for Homeless Youth (NPHY) for partial demolition/renovation and new construction to double the size of an existing 2,200 Sq. Ft. facility to a 4,400 Sq. Ft. facility dedicated to strengthening NPHY's critical direct client services for homeless youth aged 12-21; which will be known as the Outreach, Volunteer, and Operations (OVO) Center.
On June 1, 2021, the Board of County Commissioners approved the Resolution between Clark County and NPHY.
On January 3, 2023, the Board of County Commissioners approved the reallocation of $288,000 in additional CDBG funds, from CDBG administrative cost savings, due to increased construction costs. This brought the total allocated funds to $1,981,275.
