BACKGROUND:

On October 17, 2023, the Board approved a pre-qualified list of firms that were selected by a Statement of Qualifications process to provide professional services within the category of "Works- Wastewater Treatment". Westwood Professional Services (“Design Consultant”) was selected from this list to provide engineering services for Project No. 22001, FWRC and Lift Station Cathodic Protection and FWRC Centrifuge Tanks and Piping.

In 2021, a Cathodic Protection Survey was conducted for the Flamingo Water Resource Center (FWRC) and four
lift stations (Metro #1, Metro #2, Mountain's Edge, and Pebble #2) throughout the Las Vegas Valley. Of the 158 test locations at FWRC, only six locations met the National Association of Corrosion Engineers (NACE) criteria. Of the four lift stations tested, only the Mountain's Edge Lift station met the NACE criteria. The other three lift stations require additional work to meet current standards. The Design Consultant will review record drawings and perform site visits to map the precise locations of the cathodic protection anodes and assess their condition.

At the FWRC Solids Dewatering Building, the centrifuge feed tanks and associated piping require rehabilitation due to corrosion and leaks caused by residual ferric chloride in the primary sludge. The Design Consultant will perform an assessment to determine the extent of the corrosion. Based on the findings, the tanks and piping will either be rehabilitated or replaced.

Staff recommends that the Board authorize the General Manager to sign an Agreement for Engineering Services with Westwood Professional Services to provide design and engineering services during construction of this project. Westwood Professional Services currently holds a Clark County business license.

Pursuant to Nevada Revised Statue 332.115(1)(6), contracts for professional services are not adapted to award by competitive bidding, and therefore, are exempt from the bidding requirements.
