BACKGROUND:

Clark County is proposing to construct a trail system along the Blue Diamond Wash between Fort Apache Road and the Blue Diamond Detention Basin, known as the Blue Diamond Wash Trail Connectivity project. The proposed trail is within the existing alignment of the Blue Diamond Wash, which serves as the outfall for the Blue Diamond Detention Basin, which is a United States Army Corps of Engineers (Corps) designated flood control facility. The attached interlocal agreement between Clark County and the Regional Flood Control District (RFCD) will provide for reimbursement by Clark County of RFCD funds used to expedite review of the Section 408 permit needed to modify the Corps facility for the construction of the Blue Diamond Wash Trail Connectivity project.

The conditions and terms are described in the interlocal agreement as they relate to both the County and RFCD.

RFCD approved the interlocal agreement at its meeting on July 11, 2024.

The District Attorney's Office has reviewed and approved the interlocal agreement as to form.
