BACKGROUND:

Alstom Transport USA, Inc. (Company) will design, build, and supply 10 INNOVIA APM 300R replacement vehicles and communications upgrades for the C and D legs of the automated transit system at Harry Reid International Airport. These vehicles and systems are proprietary to Company, Inc. The new vehicles use the latest state-of-the-art technology and provide greater energy efficiency. The existing vehicles were last replaced in 2006. Technological advancement requires that tram-control system hardware, software and communications equipment be upgraded to match the advanced technology employed in the new tram vehicles.

This will be an open-ended contract from date of award through completion, testing, and acceptance by the Clark County Department of Aviation. There is a one-year warranty period for all equipment, software, and hardware. It is anticipated that design work will begin in September 2024.  Final completion of this project is anticipated to occur by October 2027.

In accordance with NRS 332.115(1)(a), (b), (c), (g), (h) and (i), the competitive bidding process is not required because it involves items which may only be contracted from a sole source, the services are professional in nature, are for additions to and repairs and maintenance of equipment which may be more efficiently added to, repaired or maintained by a certain person, involve hardware and associated peripheral equipment and devices for computers, involve software for computers, and involve maintenance and support of software for computers.

The contract has been approved as to form by the District Attorney's Office.
