BACKGROUND:

For many years, the Clark County Water Reclamation District (“District”) was a party to the collective bargaining agreement entered into between Clark County and the Service Employees International Union Local 1107 (“SEIU”), for both the Supervisory and Non-Supervisory Units.  Beginning in early 2024, the District and SEIU began negotiating a collective bargaining agreement, with the District and SEIU the only parties to that agreement.

On July 25, 2024, the District and SEIU, for both the Supervisory and Non-Supervisory Units, reached a tentative agreement for a new collective bargaining agreement effective August 20,  2024 (“New CBA”). The SEIU membership voted and ratified the New CBA on Thursday, August 1, 2024.

The New CBA consists of substantive amendments to fourteen (14) articles and one (1) Memorandum of Understanding (MOU). One (1) new Memorandum of Understanding was added.

Attachment I contains the summary of changes.

Attachment II contains a complete copy of the New CBA.

Attachment III is the SEIU Fiscal Impact Assessment Summary which outlines, by article, which elements of the contract are unchanged, changed with no fiscal impact, and changed resulting in fiscal impact.

Attachment IV is the SEIU Fiscal Impact Summary which outlines the total and annual cost and/or savings of the new agreement for two hundred fifty-seven (257) SEIU Local 1107 eligible positions.

This agenda item has been reviewed and approved by the District General Counsel.
