Approve and authorize the submission of a grant application to the United States Department of Health and Human Services (DHHS) in the amount of $7,767,870, from the Clark County Department of Social Service (CCSS), to administer the Ryan White Part A and Minority AIDS Initiative in the Las Vegas Transitional Grant Area - to provide services from March 1, 2025 through February 29, 2028 to eligible individuals with HIV/AIDS; authorize the continuation of six (6) grant-funded limited permanent positions: one (1) Assistant Manager (C31), one (1) Senior Management Analyst (C30), and four (4) Management Analysts II positions (C29) for the period for which grant funds are available; authorize the Director, or his designee, to sign any additional grant documents related there to, and accept funds awarded. BACKGROUND:
On July 19, 2005, the Board approved the agreement with the Southern Nevada Health District (SNHD) to accept administration of the Ryan White Part A Program. CCSS was designated as the County agency to administer the program and is responsible for overseeing all grant funding activities, coordinating with the Ryan White Part A Planning Council and other agencies throughout the Transitional Grant Area (TGA), providing technical managing program expenditures, and preparing reports required by HHS for the program.
For the grant period March 1, 2025, through February 28, 2026, the CCSS Ryan White Part A Program shall request funding of $7,767,870 which is the current funding ceiling for the TGA. CCSS Ryan White Part A Program is requesting $7,210,857 to cover anticipated Ryan White Part A Program and $557,013 to cover anticipated Minority AIDS Initiative (MAI) activities in the Las Vegas TGA. The grant amount was coordinated through the Ryan White Part A Planning Council. Grant award amounts for the subsequent grant years (March 1, 2026 through February 29, 2028) will be awarded on an annual basis.
