BACKGROUND:
The Lincoln Lift Station has been in service since 1981. A condition assessment in 2006 indicated that it was nearing the end of its useful service life. Since then, staff have performed frequent maintenance to ensure its continued operation until a larger capital project could be completed. In recent years, the station has experienced numerous pump failures and service outages, largely due to an increase in disposable wipes entering the sewer system. Additionally, the existing wet well no longer provides adequate storage capacity for the sewer basin it serves, often necessitating the use of portable bypass pumps to address these issues. Project No. 19101, Lincoln Lift Station Rehabilitation, will demolish the existing Lincoln Lift Station, and construct a new Lincoln Lift Station along with a redundant lift station to service the growth within the northeast portion of unincorporated Clark County. The project will install wet wells, a dry well, odor control, a new generator, valve vaults, force mains, potable water service, flow metering, rock catchers, and chopper pumps.
A request for bids was published on May 7, 2024, in the Las Vegas Review Journal, advertised on the Nevada Government Marketplace (NGEM), and posted on the District’s website. Bids were received and publicly opened on August 1, 2024, at 2:00 PM. Four (4) bids were received:
BIDS RECEIVED BID AMOUNT
MMC, Inc $47,658,757

J.A. Tiberti Construction Co., Inc. $51,477,809

In accordance with NRS 338.1385(5), if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder.
Staff recommends that the Board approve the selection of and authorize the General Manager to sign a contract with MMC, Inc., as the lowest responsive and responsible bidder. MMC, Inc. holds a Clark County business license
