BACKGROUND:
The District uses Supervisory Control and Data Acquisition systems (SCADA), and Industrial Control Systems (ICS) to monitor and manage its treatment facilities, lift stations, and odor control sites throughout Clark County. These systems automate treatment process control, enhancing staff efficiency by ensuring consistent process management without the need for continuous user intervention. Managing, maintaining, and expanding the system’s interface demands a specialized skill set for updates, modifications, and troubleshooting.
District staff is seeking an engineering firm to assist in migrating existing systems to an updated modern version of the SCADA system’s Human Machine Interface (HMI). The upgraded version will enhance visualization and control of wastewater treatment, recycling, and transport processes, while improving mobile operations through the new HMI application. Additionally, the District needs integration services for incorporating “new construction” industrial control systems into the existing SCADA system.
On October 4, 2022, the Las Vegas Valley Water District (LVVWD) and its Authorized Body awarded Agreement No. 00010174.0 to Wunderlich-Malec Engineering, Inc., for Professional Engineering Services, Integration and Installation Services, and Control Panel Fabrication Associated with the Control Systems Projects. The agreement was competitively awarded via Statement of Qualifications (SOQ) No. 010174. The ability to utilize the LVVWD contract will satisfy the District's need to procure SCADA System Update, Design, Integration, Programming and Support Services. This award, if approved, will supplement the previous authorization by the Board of Trustees to utilize the City of Las Vegas, Contract No. 200097-DD, competitively solicited and awarded to Wunderlich-Malec Engineering, Inc., for Environmental Division SCADA Integration Services.
Staff recommends that the Board of Trustees approve and authorize the General Manager to utilize the LVVWD Agreement No. 00010174.0 for Professional Engineering Services, Integration and Installation Services, and Control Panel Fabrication Associated with the Control Systems Projects and issue purchase orders to Wunderlich-Malec Engineering, Inc., for the purchase of SCADA System Update, Design, Integration, Programming and Support Services.
The following are pertinent provisions of the agreement: • The term of the agreement is from date of award through October 25, 2025, with four (4) remaining one-year renewal options, or as otherwise extended by the lead agency; • The agreement includes the option to terminate with advance 30-day written notice of intent.
In accordance with NRS 332.195.1(a), a governing body or its authorized representative may enter into a contract pursuant to a solicitation by a governmental entity located within or outside this State with the authorization of the contracting vendor. Wunderlich-Malec Engineering, Inc., has provided this authorization and it currently holds a Clark County business license.
This agenda item has been reviewed and approved by the District General Counsel.
