BACKGROUND:

On February 21, 2023, the Board entered an Interlocal Agreement authorizing $15,000,000 of Clark County Recovery Funds to Southern Nevada Water Authority (SNWA) for the SNWA’s Water Efficient Technologies Program (“WET Program”).  The WET Program utilizes extensive community outreach to offer financial assistance incentives to commercial and multi-family property owners who install water-efficient devices and technologies.  These awarded grant funds allow SNWA to add an additional $550 to the base reimbursement rate of $950 per ton of cooling capacity, making the total rebate a generous incentive for businesses. While the additional incentive has reduced the cost barrier to participation for businesses, participation has not risen to the levels estimated when the agreement was proposed.  Upgrading cooling systems remains a major expense for business owners that often accompanies operational impacts during conversions. As such, conversions are often allotted for within long-term capital replacement plans. Since evaporative cooling systems have an average useful life of 15-20 years, the original period of performance for the grant has proven difficult to expend the full amount of funds awarded.

The First Amendment will reduce the award from $15,000,000 to $6,000,000 and extend the expenditure of the funds until December 31, 2026.

Staff recommends approval of the First Amendment to the Interlocal Agreement between Clark County and SNWA.
