BACKGROUND:

On February 21, 2023, Clark County, Nevada (the “County”) and Clark County Water Reclamation District (“District”) entered into the Clark County Recovery Grant Interlocal Agreement for the Septic System Conversion Pilot Program (the “Program”).  To date, the District has completed 56 septic system conversions, with 10 currently under construction and 15 in the design phase.  Progress is slow, but steady, with each property conversion treated as a distinct construction project.  This process involves public outreach and education, conducting preliminary design, and overseeing construction activities.  Key steps include assessing project feasibility, coordinating with contractors, and securing the property owner’s approval to proceed.  Interest in the program has grown over the past year, and we expect this trend to continue.

Approval of the First Amendment will provide for the program period to be extended from December 31, 2024 to December 31, 2026.  Additional changes include revising Exhibit B to provide that the Project budget by expenditure category will include, as offsite work, the District’s costs for constructing existing supporting infrastructure (including collection and treatment); the use of grant funds for certain mainline extensions; and authorizing language allowing the District to assist the County with on-site permit inspections of sewer lines.  The attached First Amendment document details the modifications.

Staff recommends that the Board of Trustees, also sitting as the Clark County Board of Commissioners, approve the First Amendment to the Clark County Recovery Grant Interlocal Agreement between the County and the District for the Septic System Conversion Pilot Program.

This agenda item has been reviewed and approved by the District General Counsel and the District Attorney’s Office.
