BACKGROUND: 

The Southern Nevada Tourism Innovation Act (Senate Bill 1 of the 2023 35th Special Session of the Nevada Legislature) requires the creation of the Baseball Stadium Community Oversight Committee (Committee) to oversee the implementation and administration of the community benefits agreement (CBA), developed by the developer partner and the Baseball Stadium Events Company for the Major League Baseball (MLB) stadium project (Project), and approved by the Las Vegas Stadium Authority (Stadium Authority). At the December 5, 2024, Stadium Authority meeting, the Stadium Authority and Athletics Stadco, LLC, as the joint Baseball Stadium Events Company and developer partner for the Project, executed the CBA.

The CBA contains the A’s commitment to a community benefits program, including:

• Required minimum monetary commitment;
• Construction workforce diversity;
• Stadium operations workforce diversity;
• Livable wages;
• Infrastructure projects surrounding the stadium and in the community;
• Community engagement;
• Educational support; and
• Annual reporting requirements.

The Committee shall oversee the compliance with the terms and conditions of the CBA and will provide monitoring, oversight, and accountability in connection with the performance of the CBA.

At the February 18, 2025, County Commission meeting, Michael D. Shannon and Dr. Tya R. Mathis-Coleman were appointed as Clark County's two (2) representatives on the Committee. At the meeting, the County Commissioners requested that Clark County's two (2) representatives provide regular updates on the Committee's activities, including specific activities in each County Commission district.  These updates were initially requested to occur quarterly, with the intention of transitioning to monthly.

The A's and Clark County's two (2) representatives on the Committee will be present at the December 16, 2025, County Commission meeting to provide an update to the County Commissioners. This is the first report to the County Commission regarding the CBA.
