BACKGROUND: 

On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 was signed into law to assist communities in their efforts to prevent, prepare for, and respond to the novel coronavirus COVID-19. The CARES Act allocated a total of $14,444,984 in Community Development Block Grant - Coronavirus (CDBG-CV) and $14,597,387 in Emergency Solutions Grant - Coronavirus (ESG-CV) funds to Clark County.

On July 7, 2020, the Board of County Commissioners approved the submittal of the Fiscal Year 2020-2021 Action Plan for Housing and Community Development to the U.S. Department of Housing and Urban Development (HUD), which HUD subsequently approved.

On December 1, 2020, the Board of County Commissioners approved the submittal of a Substantial Amendment to the Fiscal Year 2020-2021 Action Plan for Clark County which enabled the County to receive and administer $14,444,984 in CDBG-CV funding and $14,597,387 in ESG-CV funding from HUD.

These funds can be used to prevent, prepare for and respond to coronavirus; spending plans for CDBG CV funding include Homeless Services Case Management, Boulder City Public Services, Mesquite Public Services and Capital Improvements, and Administration (including grant-funded positions to manage the CDBG-CV grant activities). Spending plans for ESG-CV funding include Rapid Rehousing activities, Street Outreach, Emergency Shelter, and Administration (including grant funded positions to manage the ESG-CV grant activities). 

This agenda item allows for the creation of limited perm grant-funded positions as follows: two Grants Coordinators (C29), and one Financial Office Specialist (C23). In summary, three FTE positions would be created for the award period of performance (thru September 30, 2026 for CDBG-CV).
