BACKGROUND: 

Pursuant to Clark County Code Section 2.68.060, the Board of County Commissioners (Board) may authorize additional compensation at the rate of $120 per hour for a hearing officer who serves more than ten hours on any given hearing if the Board is satisfied that the additional hours of service were justified and necessary.

Administrative Hearing Officer Michelle Tobler has been a hearing officer for Clark County Family Services (CCFS) since August 2016 and has presided over numerous hearings during that time.  For one particular case, Ms. Tobler provided a total of 13.1 hours of service to prepare for and conduct the NRS Chapter 432B hearing and then draft and finalize the written decision. The attached summary invoice statement from Ms. Tobler establishes that her services were justified and necessary.  In preparation for the hearing, Ms. Tobler worked 2.7 hours. The hearing itself took a total of 4.1 hours. Ms. Tobler spent another 6.3 hours reviewing the evidence and applicable law, and preparing the Findings of Fact, Conclusions of Law and Decision on the case.  The cost for the additional 3.1 hours of service is $372.00.

CCFS requests the Board approve and authorize compensation for the additional 3.1 hours of service provided by Ms. Tobler for this hearing.
