BACKGROUND:

The Regional Transportation Commission of Southern Nevada (RTC) has approved and budgeted funding for the Work Zone Management - One.Network project in RTC's Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2025.

This project constitutes a regional strategic plan for work zone coordination, which is an initiative that aims to improve public messaging and response in real-time to construction impacts on transit and traffic management operations throughout Clark County. This project will focus on impacts to 80-foot and greater right-of-way roadways, which comprises the majority of RTC transit routes and signalized intersections. The RTC would like to engage in a pilot project with One.Network, which will be managed by the Freeway and Arterial System of Transportation (FAST). The intent of the pilot project is to increase communication and visibility related to work zones and event related traffic interruptions by implementing a system that will provide real-time work zone locations and data via the One.Network platform. This project is in partnership with the City of Las Vegas (36 percent) and Clark County (64 percent) and will be led by FAST. If the pilot project is successful, FAST will coordinate with the other agencies to incorporate this messaging system into their jurisdictions. The time of performance is effective until December 30, 2029, unless time extensions are granted.

RTC approved the interlocal contract at its meeting on July 11, 2024.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
