FWRC Demolition of Retired Facilities

BACKGROUND: 

In May of 2016, an assessment of the existing tertiary treatment facilities at the East Campus of the Flamingo Water Resource Center (FWRC) was conducted under Project 739, "FWRC East Campus Condition Assessment and Operation/Decommissioning Plan". The assessment identified several tertiary treatment facilities that had reached the end of their useful life with critical structural components degraded beyond repair.

Project 19002 will demolish the retired facilities and provide valuable space for future infrastructure. The facilities identified for demolition as part of this project are as follows: Tertiary Complex including Filters, UV Disinfection, Clarifiers, Thickeners, Chemical Storage, Waste Wash Water Storage Tanks, Backwash Storage Tank, Lime Flocculation Facility, Sulfur Dioxide Facility, Low Pressure Pump Station, Utility Tunnels and Associated Pump Stations. The construction cost is estimated at $45,000,000.

The District determined and recommends the Construction Manager at Risk (CMAR) as the best delivery method to complete this project because of its complexities. A Request for Proposals (RFP) to provide preconstruction and construction services was advertised in the Las Vegas Review Journal and on Demand Star on October 19, 2020. Four firms submitted proposals in response to the advertisement. They are MMC, Inc., Sletten Construction of Nevada, Inc., J,A. Tiberti Construction Company, Inc., and The Whiting-Turner Contracting Company.

A panel comprised of District staff from the Engineering and Construction Service Center scored the proposals. Attached is a table depicting the score assigned to each factor the District specified in the RFP. The Nevada Revised Statutes (NRS) stipulate that a public body selects for interviews at least two, but not more than five applicants, whose proposals received the highest scores. All four applicants were invited to interview on March 17, 2021. MMC, Inc., chose not to interview. Each of the remaining applicants submitted their proposed compensation for preconstruction services and CMAR fee. A panel comprised of District staff scored the interviews. The applicants' final scores reflect a composition of the applicants' scores for their interview presentations and proposed compensation amount, leaving J.A. Tiberti Construction Company, Inc., as the highest-ranking applicant.

Staff recommends that the Board approve and authorize the General Manager to enter into negotiations with J.A, Tiberti Construction Company, Inc., for the preconstruction services contract. In the event the negotiations are unsuccessful, staff requests authorization to negotiate with the next highest ranked firm. The preconstruction services contract will be presented to the Board for approval at a subsequent meeting. J.A, Tiberti Construction Company, Inc., a Nevada Business Enterprise, currently holds a Clark County Business license.
