BACKGROUND:
On July 21, 2020, the Board of County Commissioners passed, adopted, and approved the Resolution to Donate a County Owned Vacant Parcel of Land to Family Promise of Las Vegas (FPLV) for The Family Promise of Las Vegas Family Navigation Center, approving the donation of a vacant real property located at 3110 East Twain Avenue, Las Vegas Nevada, bearing APN 162-13-607-002 to FPLV, a non-profit corporation.
On May 5, 2020, the Board of County Commissioners approved the submission of the FY 2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP) and approved a project list submitted by Clark County Community Resources Management as well as authorized staff to submit the CDBG Pre-Award Approval Request to the U.S. Department of Housing and Urban Development for the FPLV Family Navigation Center. The U.S. Department of Housing and Urban Development (HUD) subsequently approved the FY 2020-2024 CDBG CIP in June 2020.
Said funds will ultimately be used for the new construction of an approximately 8,000 sq. ft. center including ten (10) transitional apartments, along with program and administrative offices, which will provide services to economically disadvantaged families with children of the (LMI) level.
On July 20, 2021 the Board of County Commissioners allocated an additional $1 million in funding to bring the county CDBG allocation to $5.3 million.
On November 1, 2022, the Board of County Commissioners approved the amended Land Parcel Donation Resolution which added certain land donation stipulations that include a deed restriction as well as noting the Quiet Title Action had been received on August 11, 2022.
On October 12, 2022, the County Long Range Planning Committee approved the land parcel donation.
