BACKGROUND: 

The District’s Plant Operations currently utilizes eight (8) Andritz centrifuges. The centrifuges are primarily used to separate and dewater solids from a liquid stream. To ensure uninterrupted operations, this highly specialized equipment requires continuous servicing, maintenance, and repairs. The services provided by Andritz-Separation, Inc. (“Andritz”) will include technical support; on-site maintenance and/or repair services; spare parts and replacement of worn-out components; routine inspections and/or specialized diagnostics; and training to District staff on the centrifuge equipment to help aid and maintain the equipment’s overall maximum productivity.

Staff confirmed that Andritz products and services are only available through Andritz, which is the authorized sole source provider of Andritz centrifuge services, maintenance, and related goods.

Staff recommends that the Board approve and authorize the General Manager to issue purchase orders to Andritz- for Andritz centrifuge services, maintenance, and related goods on an as needed basis. Staff will submit an annual report to the Board detailing incurred expenditures.

The following are pertinent provisions of the agreement:
• The term of the agreement is from March 20, 2024 and will continue for as long as the competitive bidding exception applies, with a price increase not to exceed 15% for each year of the contract term;
• The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.

In accordance with NRS 332.115.1(a) & (d), the competitive bidding process is not required because the parts, equipment and services can only be purchased from the authorized sole-source provider, and the equipment and parts are compatible with existing equipment. Andritz (LBE) currently holds a Clark County business license.
