BACKGROUND:
The Clark County Water Reclamation District (DISTRICT) is requesting various easements to complete Project 19100, "Whitney Lift Station Rehabilitation". The project adds a twenty (20) inch force main that runs from the Whitney Lift Station to the Flamingo Water Resource Center. The line will run through the Wetlands Park and the Public Works Laydown Yard located on Assessor's Parcel Numbers 161-23-301-002, 161-23-301-003, 161- 26-101-008, 161-26-302-002 and 161-26-701-001.
As part of the project, the DISTRICT requires a right of entry and temporary construction easement over 15.17 acres owned by Clark County. Upon completion of Project 19100, Clark County and DISTRICT will execute a permanent non-exclusive grant of easement (and Clark County will grant corresponding non-exclusive grant of easements to Southwest Gas, Las Vegas Valley Water District, and Nevada Energy) for utility lines servicing the Whitney Lift Station. The Board of County Commissioners authorized the issuance of this right of entry and temporary construction easement on March 7, 2023.
Staff recommends the Board of Trustees approve and authorize the General Manager to sign a Right of Entry and Temporary Construction Easement, Non-Exclusive Grant of Easement, and any other related documents as necessary to complete the transaction.
