BACKGROUND: 

Clark County Family Services (CCFS) has received Title IV-B funding from the Department of Health and Human Services (DHHS) since 2006. These funds had been awarded to CCFS as part of the State block grant for child welfare. IV-B subpart 1 has historically been used for comprehensive mental health services.  CCFS has recently been notified by DHHS of additional year-end funds for Child Welfare to promote the safety, permanence, and well-being of children in foster care and adoptive families, specifically targeting the well-being portion to improve the lives of children served. 

Approval of this item will allow CCFS to continue funding therapeutic mental health services. Services include clinical behavioral health services, mental health evaluation, individual therapy, supportive education and training, family counseling and medication management by board certified psychiatrists.

The award process for this grant differs from the normal grant application process as funding is made available to the State and passed through to CCFS without advance notice, application submission or competitive process.  In addition, funding availability is not known until an award notice is received from the State.
