BACKGROUND:
On July 7, 2020, the Board of Trustees approved and authorized the General Manager to sign a contract with J.A. Tiberti Construction Company, Inc., (Tiberti) to provide preconstruction services for the FWRC Preliminary and Primary Treatment Improvements, Project No. 19005, under a Construction Manager at Risk (CMAR) project delivery method. On March 2, 2021, the Board approved Early Release Package 1 that included site preparation work for this project. On January 18, 2022, the Board approved Early Release Package 2, which included construction of the foundations for clarifiers 15-17, pumping station 7, and aerated grit basins.
To ensure the project is completed on schedule and ready to serve the community, a third Early Release Package (ERP3) has been identified to provide the necessary walls, floors, and backfill to allow the dewatering wells and shoring from Early Release Package 2 to be removed. ERP3 will also allow for the early purchase of critical equipment identified as having extremely long procurement times. These early purchases will allow the District to take advantage of more favorable pricing as the cost of these specialty items continue to rise. The construction work included in ERP3 will occur simultaneously with the final design for the remainder of Project No. 19005.
A third-party professional construction cost estimating firm was hired to prepare an independent cost estimate for the work included in ERP3. Based upon this estimate, staff has negotiated a construction contract and Guaranteed Maximum Price (GMP) of $36,642,642.00 for ERP3. Once the design is complete for the entire project, a final GMP for the remaining work will be negotiated and brought to the Board for consideration.
Staff recommends the Board approve and authorize the General Manager to sign a contract with J.A. Tiberti Construction Company, Inc., a Nevada Business Enterprise. Tiberti currently holds a Clark County business license.
