BACKGROUND:
On February 4, 2025, the Board of County Commissioners (Board) approved the award of RFQ No. 606777-23 for Specialized Foster Care to Apple Grove Treatment Center LLC dba Apple Grove Foster Care Agency (NBE), Eagle Quest (NBE), Olive Crest (NBE), as well as a Master Contract, in the not to exceed amount of $115,500,000 for Specialized Foster Care, and authorized Clark County Family Services to identify additional providers qualified to provide services in accordance with the requirements of the RFQ, and authorized Purchasing and Contracts to execute the Master Contract with these providers. Purchasing and Contracts subsequently executed the Master Contract with 180 Community Wellness Centers, LLC (NBE), Bamboo Sunrise, LLC (NBE), National Youth Advocate Program, Inc. (NBE), Rite of Passage Adolescent Treatment Centers and Schools Inc. (NBE), Specialized Alternatives for Families and Youth of Nevada, Inc. (NBE), Sandria LLC (NBE), Shining Star Community Services LLC (NBE), and St. Jude's Ranch for Children Inc. dba St. Jude's Ranch for Children - Nevada Region, Inc. (NBE).
The following are the pertinent provisions of the Contract:
• The term of the Contract was from date of award through December 31, 2025 and included the option to renew for six (6), one-year periods. There are five (5) renewal options remaining.
• Included the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
Approval of Amendment No. 1 will update Exhibit A, and Attachments A-2, A-7, and A-11. The attached Amendment No. 1 document details the modifications involved. The attachments reflect updated performance and reporting tools to ensure contract compliance and success.
180 Community Wellness Centers, LLC, Apple Grove Treatment Center, LLC dba Apple Grove Foster Care Agency, Bamboo Sunrise, LLC, and Shining Star Community Services LLC currently hold Clark County Business Licenses. Eagle Quest, Rite of Passage Adolescent Treatment Centers and Schools Inc., and Sandria LLC hold Procurement Vendor Registrations. National Youth Advocate Program, Inc., Olive Crest, Specialized Alternatives for Families and Youth of Nevada, Inc., and St. Jude's Ranch for Children Inc. dba St. Jude's Ranch for Children - Nevada Region, Inc. are registered Charitable Organizations.
