BACKGROUND: 

Geffen Irrevocable Nevada Asset Protection Trust is the current owner of 3377 Warnock Rd., Las Vegas, Nevada. OLAM LLC was the owner of 3377 Warnock Rd. when the transient lodging fines were issued and during the time of the litigation. OLAM LLC unsuccessfully challenged some of the administrative citations and associated liens in District Court Case # A-21-844651-W, which was dismissed on March 14, 2022. Code Enforcement and Josef Guttman, as trustee for Geffen Irrevocable Nevada Asset Protection Trust and manager of OLAM LLC, negotiated a settlement agreement regarding the unpaid administrative citations. The settlement agreement includes the following terms: (1) Mr. Guttman will pay Clark County $25,425 (50% of the unpaid administrative citations), (2) Mr. Guttman covenants to not engage in any transient lodging activity at any property in unincorporated Clark County without a license, (3) Clark County will release the remaining portion of the unpaid administrative citations.

The District Attorney's Office recommends that the Board of County Commissioners approve the settlement agreement and authorize the Chief of Code Enforcement to sign the settlement agreement on behalf of Clark County.
