BACKGROUND: 

On December 21, 2021, the Board approved a pre-qualified list of firms that were selected by an electronic Statement of Qualifications (eSOQ) process for the provision of Professional Services within the category of "Works - Sewer Collection System". Kimley-Horn was selected from this list to provide engineering services for the Laughlin Lift Station No. 2 Force Main Rehabilitation, Project No. 20102.

Laughlin Lift Station No. 2 provides service to Laughlin's southwest region. This lift station has one (1) existing force main, without any redundancy. The force main was constructed in 1985 and is now nearing the end of its productive life cycle. This project will construct 11,250 feet of two (2) new 16-inch diameter force mains to restore operational reliability, construct a maintenance access road along the alignment, and rehabilitate the existing gravity sewer line that connects the two (2) new force mains to the Laughlin Water Resource Center.

Staff recommends that the Board approve and authorize the General Manager to sign an Agreement for Engineering Services with Kimley-Horn, to provide design, bid and engineering services during construction. Kimley-Horn is a Nevada Business Enterprise and currently holds a Clark County Business license.

Pursuant to Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from bidding requirements.

This agenda item has been reviewed and approved by the District General Counsel.
