BACKGROUND:
In response to the unprecedented crisis in housing affordability and availability, the Board of County Commissioners created the Community Housing Fund (CHF) in 2022. In October 2025, the County solicited qualified developers to submit applications for additional CHF funding to address the County’s critical need for affordable housing units at 50% of Area Median Income (AMI) and below. This funding round was open to qualified applicants who could reduce planned rents from 60-65% of AMI to 50% AMI and below, in order to meet the housing affordability needs of very low- to extremely low- income households in the Las Vegas Valley. To qualify, applicants had to already have received a funding award from the County for an attainable housing development with units serving households at 60% AMI. Clark County staff received fourteen (14) proposals for additional project funding totaling over $26,825,000 in funding requests. Staff are recommending that (10) applications be funded totaling $20,000,000. A list of the proposed awards is attached.
Approval of these ten (10) awards will support the reduction of over 500 units from 60%AMI and above to 50% AMI. All units impacted by the reduction of AMI levels are new construction housing units for seniors and families.
Pursuant to Commission approval, staff will draft grant or loan agreements for awardees and submit those for signature by the County Manager, or his designee. Further, Clark County will be responsible for monitoring each funded project to ensure that the units contained therein remain affordable, and to ensure compliance with the requirements of the CHF Program.
