BACKGROUND:
On November 25, 2025, Request for Proposal (RFP) No. 607392-24 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested from general contractors to perform Construction Manager at Risk (CMAR) services for Paradise Park Pool & Waterslide Replacement & Bath House Refurbishment.
Proposals were received from the following firms: Builders United (NBE), Core Construction (NBE), Eagle One Construction (NBE), SHF International LLC (NBE), Starke Contractors (NBE) and The Whiting-Turner Contracting Company.
An Ad-Hoc Committee comprised of 4 individuals from Clark County Real Property Management, City of Las Vegas and a representative from Sparkflight Studios reviewed and evaluated the proposals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: The Whiting-Turner Contracting Company, Core Construction, SHF International LLC, Builders United and Eagle One Construction.
Subsequent to the evaluation of the written proposals, 2 were selected for oral presentations. After the oral presentations, the Ad-Hoc Committee ranked these short-listed firms in the following order: The Whiting-Turner Contracting Company and Core Construction.
The Ad-Hoc Committee recommends the selection of The Whiting-Turner Contracting Company.
The selected firm will provide pre-construction services for Paradise Park Pool & Waterslide Replacement & Bath House Refurbishment. The project will include complete demolition of the existing pool, remodeling of the existing bath houses and new associated equipment. The new design includes a 18,800 square foot pool and deck, 2,400 square foot bath house renovation, 1,400 square foot equipment building and new lighting retro kits. This new design renews the life of the pool and allows for exciting new amenities for the community.
Following the completion of the design and as part of the pre-construction services, the selected CMAR will prepare a Guaranteed Maximum Price (GMP) proposal for the construction phase of the project. If negotiations are not successful, the County may bid and award the construction contract as allowed by Chapter 338 of the NRS.

• The term of the Contract shall be from the date of the Notice to Proceed through Final Completion of Preconstruction Services, unless such date is amended by the County.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 338.16935, contract between construction manager at risk for certain preconstruction services.
The Whiting-Turner Contracting Company currently holds a Clark County Business License.
