BACKGROUND: 

Legislative changes to NRS 706A became effective on October 1, 2021, which included the authorization of a new Transportation Network Company (TNC) Commercial operation. The proposed changes to Title 20 are in accordance with the legislative changes.

Proposed modifications include but are not limited to the addition of TNC Commercial operations, authorizing limousine and other CPCN (Certificate of Public Convenience and Necessity) holding companies to operate under TNC applications. The Department of Aviation (DOA) will collect fees and charges for this new service. The permit-decal fee for service/delivery vehicles operating at Harry Reid International Airport will be annualized.

The above-mentioned proposed modifications were posted and advertised for public comment on January 11, 2022. The DOA held a workshop with impacted companies regarding proposed modifications to Section 20.09.010 on January 26, 2022. The DOA did not receive any comments during the public comment period.

Staff recommends a public hearing to be scheduled on April 5, 2022, at 10:00 a.m.
