BACKGROUND:
At the August 6, 2024, Board of County Commissioners meeting, Commissioners requested staff review and consider possible code changes related to illegal breeding occuring within unincorporated Clark County and the impact of such on overpopulation of the County's shared animal shelter. The Commission agreed that illegal breeding was a significant problem in our community and directed staff to return to the Board in 30 days with a plan.
Animal Protection Services is seeking direction from the Board to make significant changes to Title 10 of Clark County Code to address multiple specific issues including: illegal breeding, permitting processes, mandatory microchipping, training program for boarding/grooming establishments, impound and owner surrender actions, update definitions to bring current, and to clean-up outdated language and procedures.
