BACKGROUND: 

On November 18, 2025, the Board of County Commissioners discussed broadening the liquor license for Cowabunga Canyon, located at 7055 S. Fort Apache Road, to allow for expanded business activities and directed staff to draft an ordinance.  

The proposed ordinance defines "water park"; allows water parks to be closed to the general public when selling or serving liquor; and allows water parks to obtain a liquor license for retail beer, wine and spirit-based products. 

Staff recommends that the ordinance to amend Title 8, Chapter 8.20 of the Clark County Code be introduced and a public hearing be set for May 19, 2026, at 10 a.m.
