BACKGROUND:
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 was signed into law to assist communities in their efforts to prevent, prepare for, and respond to the novel coronavirus COVID-19. The CARES Act allocated a total of $14,597,387 in Emergency Solutions Grant (ESG-CV) to Clark County.
On July 7, 2020, the Board of County Commissioners approved the submittal of the Fiscal Year 2020-2021 Action Plan for Housing and Community Development to the U.S. Department of Housing and Urban Development (HUD), which HUD subsequently approved.
On December 1, 2021, the Board of County Commissioners approved the submittal of a Substantial Amendment to the Fiscal Year 2020-2021 Action Plan for Clark County to receive and administer the $14,597,387 in CARES Emergency Solutions Grant (ESG-CV) funding from HUD, including ESG Round 1 (ESG-CV1) of $2,333,003 and ESG Round 2 (ESG-CV2) of $12,264,384.
The purpose of this first Amendment of the Clark County Substantial Amendment to the 2020 Action Plan is to revise the ESG-CV spending plan to fund eligible Rapid Rehousing activities. Clark County Community Resources Management (CRM) is proposing to reprogram $2,074,703 ESG-CV funds for rapid rehousing activities in response to COVID-19 related housing needs including homeless households which are highly vulnerable to poor outcomes.
The Amendment will be submitted to HUD for approval.
The District Attorney's office has reviewed and approved this Substantial Amendment as to form.
