Conduct a public hearing; approve and authorize the Chair to sign a Resolution Approving the Lease between public agencies for Clark County Owned Real Property, to lease to the Board of Regents of Nevada System of Higher Education, on behalf of University of Nevada Cooperative Extension located at 1555 S Casino Center Drive, Laughlin, NV 89029, (located on Assessor's Parcel Numbers 264-12-801-008) for teaching and instruction programs for underserved youth in the Laughlin Community; approve and authorize the termination of the existing lease for space within the Laughlin Community Resource Center; and authorize the Director of Real Property Management or her designee to sign the Interlocal Lease Agreement (Interlocal) and any other documents necessary for the management of the Interlocal and to complete the transaction. BACKGROUND:
On October 7, 2025, the Board of County Commissioners (Board) approved a Resolution of Intent to Lease Clark County (County) owned real property between the County and University of Nevada Cooperative Extension (UNCE) for a ±2,520 SF building addressed as 1555 S Casino Center Drive Laughlin, NV 89029 located on Assessor's Parcel Number 264-12-801-008 (Property) for learning and instruction opportunities for underserved youth in the Laughlin community.
The Board is now being asked to approve the Interlocal Lease Agreement which provides a term for five (5) years, without requiring the payment of any rent and shall replace the existing Interlocal Lease Agreement dated August 15, 2025, for the lease of ±203 SF of space within the Laughlin Community Resource Center (Previous ILA). The Previous ILA shall automatically terminate upon UNCE's relocation to the Property. UNCE will be responsible for all operating and maintenance of the Property.
Pursuant to NRS 277.050, the Board may lease County-owned real property to another public agency without consideration and without advertising for public bids on such terms as authorized by the Board after holding a public hearing at which objections by the public may be heard.
