BACKGROUND:

The Clark County Regional Flood Control District (RFCD) has programmed funds for the design and construction of flood control improvements. On April 11, 2019, RFCD and Clark County entered into an interlocal contract for design of the Flamingo Wash between Maryland Parkway and Palos Verdes Street project (Public Works No. PW.FCLA04Y). The Board of County Commissioners approved the interlocal contract on May 7, 2019.

Supplemental No. 5 to the interlocal contract extends the project completion date from June 30, 2026 to June 30, 2028, and increases design funding to cover costs for design consultant services, which includes utility coordination and bid support for the upstream section of the project from University Center Drive to Palos Verdes Street. This increase will also include funds for post design support for both sections of the project from Maryland Parkway to Palos Verdes Street.

RFCD approved the fifth supplemental contract at its meeting on November 13, 2025.

The District Attorney's Office has reviewed and approved the fifth supplemental contract as to form.
