BACKGROUND:
Bid No. 607745-25, for Annual Requirements Contract for Plumbing Supplies Countywide was advertised on December 3, 2025, and opened on January 8, 2026. A detailed Bid Summary is attached.
* The Bid received from Winston Water Cooler of Las Vegas is recommended for rejection due to being non-responsive for failure to submit a Bidder Statement of Authority form.
*HD Supply Facilities Maintenance, LTD requested the opportunity to withdraw in lieu of being formally rejected due to an error identified in its response regarding the manufacturer of the Spartan products offered.
This Contract is for Plumbing Parts Countywide.
The following are the pertinent provisions of the Contract:
• The term of the Contract is from date of award through December 31, 2026 and includes the option to renew for four (4), one-year periods and includes a three month extension.
• Includes the option to increase the award amount up to 10% based on possible increased user requirements for the renewal terms and approved budget appropriations.
• Includes the option to increase the award amount up to 5% for possible price increases for renewal terms.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 332.065.2, if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder.
Kellys Pipe & Supply Co Inc., Keenan Pipe & Supply and Core & Main, LP currently hold a Clark County Business License.
