BACKGROUND:
On April 30, 2025, Request for Qualifications (RFQ) No. 607432-24 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested to expand broadband infrastructure and internet services on an as-needed basis.
Submittals were received from the following firms: Apex Advanced Technology LLC (NBE), Emisha Innovations Inc. (SBE), Fujitsu (LBE), GFiber (LBE), INTECH (WBE), isp.net (NBE), Odiscom LLC (OBE), Stimulus Technologies of Nevada, LLC (SBE), T-Mobile West LLC (LBE), WeLink Communications, Inc. (NBE) and Zayo Group (OBE).
An Ad-Hoc Committee comprised of three (3) individuals from Information Technology Department and HR&A Advisors reviewed and evaluated the submittals and found ten (10) firms qualified. Below is the Qualified List of firms ranked in sequential order from highest to lowest scored.

3. 1Finity Americas, Inc (previously Fujitsu) 8. INTECH

5. WeLink Communications, Inc. 10. isp.net
The following is the pertinent provision of this approval:
• The term of the Qualified List is for 3 years from date of award and includes the option to renew for 4, one-year periods.
If the project Contract exceeds $1,000,000, the Contract will be presented to the Board of County Commissioners for approval.
The recommendation of award is in accordance with NRS 332.115.1, a discretionary award process is permissible because the County requires the services of some or all qualified providers of these services and, therefore, the contract is not, by its nature, adaptable to competitive bidding. Pursuant to internal policies and procedures, Clark County solicited these services through RFQ process.
All firms on the Qualified List currently hold Clark County Business License.
