Description:

Amendment to FY25 Urban Search & Rescue Response System Readiness Cooperative Agreement

Additional Comments:

Nevada Task Force 1 is funded entirely by FEMA.

BACKGROUND:

The Urban Search and Rescue Response (USAR) Readiness Cooperative Agreement supports Nevada Task Force 1 (NVTF-1) in maintaining the capabilities necessary to ensure sustainment and readiness as one of the 28 task forces that comprise the Federal Emergency Management Agency's (FEMA) National Urban Search and Rescue Response System.

On September 15, 2026, the Department received a Program Directive providing an opportunity to receive supplemental funding under the FY25 USAR Readiness Cooperative Agreement.  The supplemental funding is intended to address current funding shortfalls, mitigate risk by closing current capability gaps, ensure continuity of operations, and strengthen overall readiness.

The amendment was submitted on September 23, 2026, to meet grantor deadline, and the supplemental funding was awarded on September 30, 2026.  The additional funding will be used to support a full-scale exercise and the purchase of equipment.  The supplemental funds must be used within the grant's performance period which ends August 31, 2028.

Staff recommends that the Board ratify acceptance of the attached amendment.
