BACKGROUND: 

On May 5, 2020, the Board of County Commissioners (BCC) approved the submission of FY2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP), approved a project list, and authorized staff to submit the CDBG Pre-Award Approval Request to the U.S. Department of Housing and Urban Development (HUD), and subsequently approved the FY 2020-2024 CDBG CIP. The BCC also authorized the County Manager, or his designee, to sign any resolutions or agreements necessary for implementation of the CDBG CIP.

The CIP originally included an allocation of $3,695,120 to St. Jude's Ranch Children Healing Center for the new construction of 4 individual treatment homes dedicated to the direct care of child victims. Said project was funded separately from the County’s and Boulder City’s CDBG allocations. The project was withdrawn by the subrecipient due to the differing requirements of the CDBG program and those of the other funders. The CIP also included an allocation of $3,970,473 to the Laughlin Multigenerational Center for the new construction of a center for residents to enjoy recreational programming. The project was cancelled as the lower budget allocated was not adequate to complete the building based on the original design and fully meet its objectives.

The cancellations of these projects will free up funds that will then be realigned to selected capital improvement projects included in the 2020-2024 Consolidated Plan. The reallocations will be covered under separate amendments.
