Approve and authorize the Chair to sign the First Amended and Restated Laughlin Landfill Agreement between Clark County and Republic Dumpco, Inc. (“Republic Services”) for the disposal of solid waste and operation of the Laughlin Landfill to allow for the acceptance of solid waste generated in certain areas other than the Town of Laughlin; establishing a license fee of 5% of gross receipts for out of state waste and an additional 5% of gross receipts for out of state waste for the benefit of the residents of Fort Mohave Valley; and providing for other matters properly related thereto. BACKGROUND:
The Agreement for Disposal of Solid Waste and Operation of the Laughlin Landfill, dated October 6, 2009, limits the acceptance of solid waste at the Laughlin Landfill to only solid waste generated within the boundaries of the Town of Laughlin. Republic Services provides solid waste collection services to areas near Laughlin and desires the ability to dispose of such solid waste at the Laughlin Landfill.
This First Amended and Restated Laughlin Landfill Agreement would allow Republic Services to also accept solid waste generated from Searchlight, Nevada, Bullhead City, Arizona, Mojave Valley, Arizona, Golden Shores, Arizona, and Needles, California. The license fee would be 5% of gross receipts derived from out of state waste for the Clark County General Fund and an additional 5% of gross receipts derived from out of state waste for the benefit of the residents of Fort Mohave Valley.
Staff recommends approval of the First Amended and Restated Laughlin Landfill Agreement.
