BACKGROUND:

Pursuant to NRS 288.200(8), the following is a discussion of the Fact Finder's recommendation report regarding the collective bargaining agreement between Clark County and the DAIA.

On December 17, 2025, the parties submitted their dispute to an impartial fact-finder pursuant to NRS 288.200. The positions of the parties and opinion of the fact finder are outlined in the non-binding recommendation by Richard Fincher, Fact-Finder, on March 19, 2026.

Of the agreement, three (3) Articles and one (1) Appendix were in dispute.

Attachment I contains the Fact Finder's opinion and recommendation.

Attachment II is the CCPA Fiscal Impact Summary which outlines the total contract cost of the Fact Finder's recommendation for tirty-two (32) impacted DAIA positions.
