BACKGROUND:
On March 1, 2022, the Board of County Commissioners approved Community Development Program Center of Nevada for an award of $500,000 in HOME funds to support the construction of a 40-unit apartment complex intended for family occupancy. The March 2022 award was also included in the County's FY 2022-2023 HUD Annual Action Plan, which was approved by the Board on July 19, 2022. The FY 2022-2023 HUD Annual Action Plan describes the funding allocations for the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the Nevada Account for Affordable Housing Trust (AAHTF).
In October 2025, Clark County Community Housing Office formally notified the Community Development Program Center of Nevada of the decision to rescind the awarded funds due to the project's failure to proceed to closing within the timeframes required under the 2023 Clark County HOME Program Guide. As a result, staff recommends removing the $500,000 HOME award from the County's FY2022-2023 Action Plan and amending the plan accordingly to reflect this change. This amendment also ensures compliance with HUD regulations governing adjustments to annual action plans.
