BACKGROUND: 

The 1995 Nevada Legislature enacted Senate Bill 473 which authorized a telephone line surcharge to be imposed in certain counties for the enhancement of existing 9-1-1 emergency services.  The Act required that any county imposing the surcharge create an advisory committee to develop a plan for 9-1-1 enhancements and recommend expenditures to ensure that the county's 9-1-1 emergency response system provvides the most efficient service available.  The 2017 Nevada Legislature enacted Senate Bill 176 which subsequently eliminated the population cap associated with the allowable telephone line surcharge. 

NRS 244A.7645 prescribes the requirements of the advisory committee member makeup which would include represenatatives of primary and secondary Public Safety Answering Point (PSAP)s in Clark County.  The affected PSAP agencies include the Boulder City Police Department, City of Las Vegas Fire Department, Clark County Fire Department, Henderson Police Department, Las Vegas Metropolitan Police Department, Mesquite Police Department, North Las Vegas Fire Department, and North Las Vegas Police Department.

Clark County has engaged with a consultant to identify recommended future enhancements of the 9-1-1 emergency response system by PSAP, the projected costs of those enhancements, eligible expenditures per the surchage legislation, and the necessary revenue requirements to ensure financial sustainability within a special revenue fund that would be created to administer the associated activity.  The consultant's finds will be shared with the proposed advisory committee as it develops a 5-year master plan to enhance emergency response capabilities through the effective implementation and management of a 9-1-1 surcharge.

Once the committee has developed its recommended 5-year master plan which includes a 9-1-1 surcharge rate, it will present its proposal to the Board for adoption and implementation.
