BACKGROUND:

At the June 2, 2026 meeting of the Board of County Commissioners, the Board authorized the County to request the Debt Management Commission to approve the County’s proposal to issue general obligations for the Master Transportation Plan Beltway improvement projects.  On June 4, 2026, the Debt Management Commission met and approved the proposal.  The next step in the process requires the Board to authorize the Clerk to publish a Notice of Adoption of Resolution of Intent and Notice of Public Hearing.  The Notice of Resolution of Intent is to notify the public of the proposed issuance without an election.  Registered voters will then have 90 days to file a petition requesting an election if they object to the proposal.  The Notice of Public Hearing provides the public with notice regarding the time and place of the public hearing at which interested persons may be heard.  The Public Hearing is scheduled for July 21, 2026.  Both notices will be published in a newspaper of general circulation on June 19, 2026, and the Notice of Public Hearing will be published a second time on June 26, 2026, and a third time on July 3, 2026.  This action requires at least five affirmative votes for approval.
