BACKGROUND:
The District has been utilizing Esri's Geographic Information System (GIS) software and services since 1996, and the current Agreement with Esri for Professional Services was entered in 2018 for a term of three years. An assessment of the District's GIS infrastructure was conducted which identified recommendations to meet our program needs and wastewater industry standards. Obtaining bundled services from Esri will provide the technical expertise for the needed improvement and modernization of GIS services to the District. Esri's Enterprise Agreement combines the Software Licenses for the desktop software with access to the ArcGIS Online Platform and the Esri Enterprise Advantage Program, which is designed to provide enterprise-wide visioning and geospatial enablement through technical advice and collaboration. The program also provides access to a combination of consulting, premium technical support, and training services.
Staff recommends that the Board approve and authorize the General Manager to sign an amendment to the Agreement for Professional Services with Esri, to provide software licenses and technical support. Esri is a Large Business Enterprise, and currently holds a Clark County business license.
Amendment No. 1 will extend the term of the agreement for an additional three (3) years and update the product list and pricing.
Pursuant to Nevada Revised Statue 332.115(I)(b), (h) and (i), contracts for professional services, software for computers and maintenance/support for software for computers are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.
